TOTE RACING FOUNDATION CREATED TO HANDLE SHARE OF THE GOVERNMENTS SALE OF THE TOTE IN JUNE 2011 TO BETFRED FOR THE SUM OF £265m SALE

 EVERYTHING to do with the government's sale of the TOTE is called into question.

In the first place the TOTE did not belong to the government.

"THE Government revealed on Wednesday how racing's share from the sale of the Tote in June 2011 is to be distributed."

GRAHAM GREEN reporting for the Racing Post on 29 March 2012, - said
"Tote Racing Foundation created to handle share of £90m Tote sale.
"A MAJOR new charity has been set up to handle the bulk of racing's £90million share from the £265million sale of the Tote to Betfred last June." (The government sale of the Tote.)

PENROSE a man who wouldn't have a clue about anything bloodhorse literate along with the vast majority of all MP'S. Same within the Department of Culture Media and Sport.

HOW WOULD PAUL BITTAR KNOW WHAT WAS GOOD FOR BRITISH HORSERACING HE IS BLOODHORSE ILLITERATE.

BITTAR wouldn't have a clue about anything bloodhorse literate along with the vast majority of the rest of British Horseracing Government. Our own Queen Elizabeth 11 would because she has achieved bloodhorse literacy herself in her own right along with other members of her family.

JMC COMMENT
How is it that out of the total sum paid for the Tote to the government by Betfred of £265million, that only £90million of it comes to racing? So where has the balance of £175million gone? Is anyone allowed to know?
Once again we see the factual financial benefits earned by the bloodhorse literate being de - railed and placed instead into the pockets of the bloodhorse illiterate. Ensuring that the bloodhorse literate achievers all those who work at the dangerous sharp end of horseracing to include the horses are cut out - removed from any and all financial income by the bloodhorse illiterate. Why is this happening? Who is behind such a scam as this? The government? The horseracing government? Or both?

It is hardly surprising that the whole zone - area providing British horseracing, all those who work at the dangerous sharp end of British horseracing the handler riders to include the horses are excluded - as per usual. '

"The Racing Post was right to ask (December 27th) what happens next at the Tote, and whether punters and racing will feel any benefit.



"I cannot help feeling that, should Fred Done fulfil his stated ambition to develop a National Lottery-style wager (Special report, October 12th) the overall Tote pool in racing will only be diluted, as happened to the Lotto when other lottery products were introduced.



"For this reason, I am fearful the promised wager might not stay in horseracing but might migrate to motor racing, darts or golf, tennis or snooker. As Fred is fond of saying, the poolside is as big as your imagination. I take this as a warning in the context.



 
"The longer we wait for the announcement - and it was first expected by the end of November - the more fearful I become because, if the wager is not to be set around horseracing, how can our sport hope to benefit?



"We should not take Done's commitment to racing for granted but remember what he said in an interview in 2010: "I've lost interest in racing, to be honest with you."



"If he was caught in an unguarded moment then, it is racing that should be guarded now - at least until we are privy to his grand design."

"Feb 2000 Labour government announces intention to sell Tote to racing.

"Late 2004 Bill passed to allow sale of Tote to racing.
"Sep 2006 Racing consortium's initial offer of £400 million is rejected.
"Mar 2008 Government commitment 'to make available to racing half the
net proceeds of any open market sale of the Tote."

"Oct 2009 Surprise announcement by prime minister Gordon Brown that Tote would figure in sale of government assets, forecast to raise £16 billion over next two years. Government sets March 2011 as completion date for sale.
"Sep 2010 Minister for gambling John Penrose says government now preparing to launch 'an open market process' to resolve future of Tote in late autumn and will update House of Commons "early in the new year."

"Jan 31, 2011 Government says 18 indicative proposals received, and 'selected number of parties' invited to advance to next stage.

"Mar 1, 2011 Penrose (below) tells Commons. "Given the current state of the national finances, I am afraid it will be extremely hard, or completely impossible , in my view, to argue that we should do more than a 50-50 split (of net proceeds between government and racing)."

"April 11, 2011 Race whittled down to two runners Betfred and Sports Investment Partners.

"June 3, 2011 Betfred win bid; £265m headline value, £180m net to be split 50-59 between Treasury and racing.

"Mar 2012 First instalment of the proceeds from the sale of the Tote promised to racing expected to have been paid

"2020 Final instalment of racing's £90m to be paid."

AND THE WAIT GOES ON .... RACING HAS YET TO SEE ANY OF THE £90m PROMISED FROM TOTE SALE

THE GOVERNMENT HAD NO BUSINESS TO ASSUME THEY HAD THE RIGHT OF OWNERSHIP OF THE TOTE, OR ANY RIGHT WHATSOEVER TO SELL THE TOTE.
